This State Courts Administrative Office needed a unified and efficient case management system which can overcome duplicate and/or incorrect data across civil, criminal and traffic divisions.

The Magisterial District Judge System.

Client: A State Administrative Office of Courts in USA.

Business Intent: As the administrative arm of the State Supreme Court, the Administrative Office of Courts (AOC) carries out the court’s policy and management directives while also providing policy guidance, administrative support, technical assistance, and legal representation for the jurists and staff of State's Unified Judicial System and its 60 judicial districts. The AOC is led by the Court Administrator of State, whose office is established within the State Constitution. The Magisterial District Judge System (MDJS) is one of the three projects in AOPC and comes under Judicial Automation department.

Solution: The Magisterial District Judge System (MDJS) provides case management and accounting functions to all magisterial district judges and staff statewide - approximately 3500 users. The system generates all forms needed for civil, criminal and traffic case processing. This effort eliminated many instances of duplicate and/or incorrect data and facilitated more efficient case management. District courts are connected to the statewide-automated District Judge System, This records management system assists the courts in case processing and financial accounting.

MDJS Uses Microsoft technologies to develop its application. The multi-tier solution uses Sybase, WCF and Visual Basic.NET as programming language. Application development is performed using Microsoft Visual Studio 2008 .Net development system and MDJS has its own Framework. The .NET Framework is an integral component of the Microsoft Windows Server operating system that provides a programming model and runtime for Web services, Web applications, and smart client applications. The deployment is done manually, which connects people and systems together through manageable business processes that help users to orchestrate interactions in a highly flexible, automated manner.

The MDJS System was created using n-tier architecture, including

Presentation Tier. Information is accessed through a secure intranet connection. The presentation application was created using the Win Forms feature of the .NET Framework using Infragistics controls.
Application Tier. Created with Visual Studio .NET and the .NET Framework, the application tier uses WCF components to manage queries to the database.

Database Tier. Data tier includes Sybase database uses Rapid SQL (Tool) for writing Stored Procedures, performance tuning with many advanced features.

Reporting Tier. Reports are generated using Crystal Reports and SQL Server Reporting Services. Data analysis and ad hoc reports are created using Transact SQL (T SQL).
